The "CE" vans were all built between 1907 and 1924 except for "15 CE". Numbers 6 to 14 and 16 to 32 have clerestory roofs were as 15, 33 to 37 have ellipical roofs.

Introduced in 1906, consisting of a 12 wheeled wooden body on a steel trussed underframe. Body length 60 feet 2 inch divided into five sections, two guards compartments each 7 feet 3 inch in length at the extreme ends, being provided cupola (canopy) roof lookouts, joined by a clerestory between. Two 15 feet 8 inch baggage and mail compartments and a central 13 feet fish compartment (with lead floor and louvred side walls) were provided. Roof height above rail level is 13 feet 8½ inch and width over body is 9 feet 6 inch. Bogie centres are 43 feet apart with a wheel base of 10 feet.

All doors are sliding type; the guards compartment having single 2 feet 6 inch wide doors with two pairs of double doors 5 feet 6 inch wide in the van section. In addition double doors 4 feet 6 inch wide with ventilating louvres were provided in the fish compartment. Guards and van doors (other than fish compartment) have glazed upper lights. Vestibule connections are provided at each end and all storage space is provided with hinged shelves. Four dog boxes were provided, two internal and two external, the latter being under the guards seats. Tare weight originally 31¾ tons, subsequently increased to 34¼ tons after fitting automatic couplers and strengthened underframes. The load capacity, originally 12 tons, was also increased to 20 tons.

Originally gas-lit, these vans were all converted to electric light, with roof top side lights (red to rear and white to front) at each end. Two external side lights recessed into the letterboard were provided to illuminate station platforms.

Roof hooks for up to 16 bicycles were provided in most the the Victorian Railways vans.
