Contract Number 1814 was awarded in 1951 to R Y Pichering Co. Ltd., Wishaw Scotland, to construct 10 oil tank wagons of 10,000 gal capacity, which were classified "TOC" and allocated road numbers 1217 through 1226. Some tanks entered service as "TH" class being converted to "TOC" class later.
